Hayatabad Medical Complex nurse Aleema Ghani has accused the hospital’s deputy medical superintendent of sexual harassment and registration of a fake FIR against her....
Ambareen Gulzar said the legal advisor for HMC is appearing in the instant case, defending the DMS, which is illegal. “The counsel cannot represent Razzaq because it is his personal case and not of the hospital.”
Gulzar said that complaints were sent to the Chief Minister’s Complaint Cell, minister for health, DG and health secretary but to no avail. She requested CM Pervez Khattak to take action against the DMS.

A day after footage of a juvenile helper sitting in the boot of a vehicle in the twin cities surfaced, the Khyber-Pakhtunkhwa lawmaker whose wife the car has been assigned claimed the child elected to sit there.
Talking to The Express Tribune, [PTI] MPA Ubaidullah Mayar said the child hailed from a family employed by him. He said his family was visiting a Rawalpindi park when the maid insisted on sitting there. His wife is an Independent Monitoring Unit official.

On Saturday, the son of slain PTI leader Sardar Soran Singh had expressed dismay on the order passed by Speaker Khyber-Pakhtunkhwa Assembly Asad Qaiser for the production of Baldev Kumar.
Ajay Singh posted a video on social media, questioning K-P Assembly’s February 23 decision to summon Kumar for oath-taking ceremony as member of the provincial assembly on a minority seat.
Pointing out that Singh was a worker of PTI, Ajay further alleged that K-P Chief Minister Pervez Khattak and the K-P assembly speaker had made a deal with Kumar for a vote in the upcoming Senate elections.
He said that Kumar should not be allowed to take oath as MPA since he was currently under trial in an anti-terrorism court for Singh’s murder.

Victims and families complained the police, in most cases, do not register an FIR. Even if after delays FIRs are registered, faulty investigation results in the accused being released by courts.
In K-P in particular, the police do not cooperate with rape victims and avoid registering FIRs.

In August 2015, a polio worker was raped in her house in Nowshera and even after four months of persistent pleas, the Akbarpura police station did not register her case.
In fact, the Nowshera DPO [Wahid Mehood hailed by PTI, PPP, ANP, JUIF] claimed the victim was trying to be another Mukhtaran Mai – a woman who was first gang-raped and then paraded naked in front of the neighbourhood. Local journalists went one step ahead and accused the rape victim of concocting the story in a bid to seek asylum in the United States.

Victim unable to get justice 2 years after rape. Influential culprits used police to pressure the victim's family to compromise. Police official says in rape cases, they usually ask both parties to compromise.
بارہویں جماعت کا طالب علم زاہد اللہ دو برس پہلے پیش آنے والے واقعے کو یاد کرتے ہوئے کہتا ہے، ’’وہ چھ لوگ تھے اور میرے ساتھ دو دن تک جنسی زیادتی کرتے رہے۔ میں بے ہوش ہوگیا تھا، جب میری آنکھ کھلی تو میں ہسپتال میں تھا۔‘‘
زاہد اللہ کو مبینہ طور پر جنوری 2014ء کو کالج سے گھر واپسی کے دوران کچھ لوگوں نے اغوا کیا۔ اس بارے میں زاہد اللہ کا کہنا ہے، ’’جب مجھے ہوش آیا تو سب سے پہلے میں نے یہ سارا واقعہ اپنے والد کو بتایا، جس کے بعد میرے والد نے پولیس میں رپورٹ درج کروانے کا فیصلہ کیا۔‘‘
زاہد اللہ کے مطابق ملزمان کے خلاف ایف آئی آر درج کروانے کے بعد ملزمان نے اسے اور اس کے گھر والوں کو باقاعدہ طور پر نقصان پہنچانے کی دھمکیاں دیں جبکہ پولیس میں بھی کیس کو ختم کروانے کے لیے اپنے اثر و رسوخ کا بھرپور استعمال کیا۔
زاہد اللہ کے والد عزیزاللہ خان کا ڈی ڈبلیو سے بات کرتے ہوئے کہنا تھا کہ انہوں نے بہت مجبوری کے تحت اپنے بیٹے کو میڈیا کے سامنے لانے کا فیصلہ کیا ہے، ’’پہلے تو ہمیں انہوں نے مختلف طریقوں سے منانے اور کیس کو واپس لینے کے لیے آمادہ کرنے کی کوشش کی لیکن جب ان کا ایک بھی حربہ کامیاب نہ ہوا تو انہوں نے ہمیں قتل کرنے کے منصوبے بنانا شروع کر دیے۔‘‘
عزیز اللہ قانون نافذ کرنے والے اداروں سے بھی نالاں ہیں۔ وہ کہتے ہیں کہ ان کو انصاف نہیں سکا بلکہ ان کا کیس دو سال تک مختلف بااثر شخصیات کی وجہ سے تاخیر کا شکار رہا جبکہ آخر میں ملزمان کے حق میں خارج کر دیا گیا۔ اب وہ اس فیصلے کے خلاف اعلیٰ عدالت سے رجوع کر چکے ہیں۔
پشاور کے ایک اعلیٰ پولیس اہلکار نے اپنا نام مخفی رکھنے کی شرط پر بتایا کہ بچوں کے ساتھ جنسی بدسلوکی کے واقعات میں اضافہ ہوا ہے لیکن لوگ بدنامی کے خوف سے ایسے واقعات رپورٹ نہیں کرواتے۔ وہ بتاتے ہیں کہ اگر کوئی ایک آدھ کیس رپورٹ بھی ہو جائے تو پولیس اس قسم کے کیسز کو پہلے مرحلے میں ہی ختم کروانے کی کوشش کرتی ہے اور فریقین کو صلح اور درمیانی راستہ نکالنے کا مشورہ دیا جاتا ہے۔

In Nawakalay, Mingora, another child pornography ring was discovered after a tip-off by a 13-year-old boy who had been kidnapped in 2014. Police arrested the gang leader and his two accomplices. According to a report by the NGO Sparc, the gang had been operating for 15 years and would kidnap, drug and rape boys and then use the videos and pictures to blackmail their families. Though the FIR only cited the abuse of 17 boys, the report revealed that they had abused more than 100. The gang leader settled the case with money and was released after a five-day remand.

Sherin Zada claimed to have got the material from one of his informers. He told journalists that his nephew was also kidnapped by the same gang and was still in their custody.
Surprisingly, the police have also arrested Sherin Zada, who is also the complainant in the case.

MINGORA: Elders of Swat on Sunday demanded of the government to order reinvestigation into the child abuse case, saying that some police officials wanted to save the gang from severe punishment.
The elders, who gathered in a jirga here, included civil society members, teachers, councillors, peace committee members and fathers of the victim children. They alleged that some police officials, including the investigation team, were putting pressure on fathers and other relatives of the children to keep mum about activities of the gang.
“Sub-inspector Hamid Iqbal offered me to take Rs30,000 and observe silence in the case, but I refused the offer when I went to Mingora police station and found Aurangzeb, the key person in the child abuse case, enjoying food with the investigation team,” said Tajo Rahman, father of Mehran.

Speakers in the jirga claimed that over 50 children were sexually abused and were missing, but police had included only 17 children in the case.
They demanded for fair investigation to uncover complete details related to the case.

The letter revealed some police officials were involved in child sexual abuse cases. However, none of them have been arrested so far. One of the main suspects, identified as Aurangzeb, was arrested by the police for sexually abusing children.
CRM requested the IGP to direct the Swat police to immediately arrest all members of the gang, ensure protection of visual, chemical and forensic evidence and ensure the gang gets exemplary punishment from the court.
As per the letter, the police and some local elders were pressurising the parents of rape survivors to reach a compromise and maintain silence over the issue as it would bring a bad name to Swat.

A local journalist's report on the scandal and cover up

According to the chief police investigator Siddiq Akbar, the gang has been functioning for sixteen years. He says Aurangzeb has confessed to the sexual abuse of 17 children, but the police are currently dealing with two live investigations in the case of Mehmood and Qaiser. He says they will look into the other 15 cases he has confessed to as well. “We are collecting further evidence to add but will ensure they get the maximum punishment,” he says, adding the trial is expected to begin soon.

Initially a group of local journalists decided not to highlight the case fearing it might explode like the Kasur child sexual abuse scandal and bring disrepute to the people of Swat. They did however provide visual proof to the police and demanded immediate action. The mainstream media, barring a few, was too obsessed with the stormy political situation triggered by Panama Leaks to follow up the story.

The child rights activist on Monday complained the provincial government and media were apathetic about the children abused in Swat.
“Neither the government nor the media has given proper attention to the recent scandal of Swat child abuses. There is a need for the immediate punishment of culprits,” child rights activist and anchorperson Reham Khan said while speaking to the media persons after inaugurating her own website with the domain name of mashoom (child in Pashto).

The rights activist said the provincial government claimed to have established child protection units in 11 districts but the reality was that only three of them were operational.
“Seven child protection units exist on paper only,” she said.
Arshad Mehmood said the political well was necessary to resolve children’s problems and providing them with security.
He demanded that the government immediately pass the pending laws on child rights.

Referring to the recent sexual abuse case reported in Swat, in which at least 17 children were sexually abused and used in pornographic videos, Reham said the K-P government did not show proper concern regarding the issue which is why she has jumped in to protect the children of the province. She showed deep concern over the improper investigation of the child sexual abuse case and said, “I fear if proper investigation is not conducted in such cases, the number of cases would increase rapidly, and children would remain unsafe for the rest of their lives.”
Reham said according to a rough data collected by a private NGO, almost 3,400 children have become victims of sexual abuse in the last few years but these are the registered cases, a rough estimate shows the actual number is more than 10,000. She demanded the appointment of a female and male probation officer in each district of K-P to ensure the juvenile justice system in police stations and prisons.
She also demanded the establishment of K-P commission on the rights of a child through an act of the K-P Assembly, as well as a child protection system in the province on a priority basis. “Budgetary allocation should be made for a child protection system and child protection units should be established in each district of the province,” she said.

A fact finding visit of a local NGO to Swat reveals that no legal or psychological help has been provided to the victims of Swat child abuse scandal which was unearthed in May this year.

The scandal was exposed in Nawakalay Mingwara in which explicit videos and pictures of boys within the age bracket of 14 to 16 years were unveiled. These children were first kidnapped, drugged and then forced to engage in sexual activity. Video and pictures were made which were then used for blackmailing the children and families while the children remained detained.
Upon investigation, the fact finding mission came know that more than a hundred children were involved and abused in this case. When FIRs were freshly registered, media reported only 17 children to be involved. People in the area and some survivors of the abuse believe that police was also involved however no police officer has been arrested yet. The abuse and filming was done in a residential areas but residents nearby had no idea what was going on in their neighborhood.

The fact finding team also got hold of a flash drive which contained 1,000 of pictures and numerous videos of children being abused by the gang. They were informed that there are more such flash drives. The report shares that the gang leader Aurangzeb had been running this activity since 15 years. All children kidnapped were abused and then filmed.
The SHO Mingora Police Station told the mission that two FIRs were lodged against the accused Aurangzeb on different dates by father of the victims on Feb 20, 2016 and March 19 however the case caught no media attention until late April to early May 2016.

Talking to The News, Executive Director Group Development Pakistan and Chairperson National Action Coordination Group (NACG) to Eradicate Violence against Children, Valerie Khan pointed out that some accused were bailed out which would not have been possible, had the criminal law amendments act 2016 enacted by the federal government, been extended to PATA by KP governor on a priority basis. “In this recently enacted law such crimes are non-bailable and non-compoundable,” she said.

Some members of transgender community from Nowshera have accused local police of subjecting them to violence, sexual harassment and also ordering them to leave the district.
Speaking at a news conference at the Peshawar Press Club on Friday, Trans Action Alliance, Khyber Pakhtunkhwa, Vice-President Paro said that Nowshera cantonment police station SHO Khalid had called seven members of the community to the police station on July 14,2016, kept them in habeas corpus for 10 hours and later subjected them to physical violence.
Flanked by Blue Veins representative Qamar Naseem, and some other civil society activists, Paro alleged that the SHO first asked them to dance and later harassed them sexually and those who offered some resistance were beaten up.

Peshawar High Court Chief Justice Mazhar Alam Miankhel on Monday convicted a police officer for committing contempt of court by aiming a gun at a judge in Charsadda, and sentenced him to six months’ imprisonment with fine of Rs20,000.

NOWSHERA, 19 May: A woman of Zara Miana area of Nowshera has accused Station House Officer (SHO) of Misri Banda Police Station Hanif Khan of harassing her inside her home.
The affected woman alleged that SHO Hanif Khan along with gunmen and two criminals entered her house without any warrant in the night and after searching all the rooms subjected her to inappropriate treatment. She said police also took away her 17-year-old female relative in their van. She said police were present in her home from 11:00pm to 3:00am during which they committed unethical acts with her. She said police also threatened her to implicate her husband and brother-in-law in fake cases. She demanded justice for her and her family.

CHITRAL, 07 June: A labourer was allegedly beat and tortured to death by local police in Taral area of Chitral, local people informed.
According to local people, the deceased, resident of Barayar Khoon area had went to Drosh in search of labour work, however, police constable Zia-ur-Rehman beat and tortured him to death for not processing CNIC. Later, police buried the body in a local graveyard.
Hospital sources revealed that unidentified man was died of torture.
Political and civil society members of Chitral demanded action against the police personnel involved in the incident.
Meanwhile, police said that investigation into the incident was underway, however, FIR was not registered as yet.
A photo of the dead body circulating on the social media also shows stains of blood discharged from the nose of the victim and also lying on the pillow of a bed where it is lying.

CHITRAL: A citizen in Chitral on Wednesday set fire to himself in protest against alleged highhandedness of police.
Local people said Hajibullah, a resident of Bakarabad, was very upset with the highhandedness of police. They said Hajibullah set fire to himself in Karoprasht Bazaar on Wednesday by sprinkling petrol on his body. The local people immediately threw water on Hajibullah to save his life. He was shifted to District Headquarters Hospital in critical condition.
Hajibullah told journalists at the hospital that someone stole an electricity metre and 80-yard wire from outside his house on 28 May and police accused him of the theft. He said he is innocent, but police are regularly teasing him. He said police have not registered any case against him, but call him daily to police station and make him sit there the whole day. He alleged that police were teasing him on someone else’s behest.
Hajibullah, who is an auto mechanic, said he is known for earning Halal (legitimate) income for his children with his work, but the police have made his life miserable by regularly subjecting him to inhuman treatment. He said in the last he was left with no option, but to end his life.

CHARSADDA: A grade-7 student has asked Chief Justice (CJ) Mian Saqib Nisar and Khyber Pakhtunkhwa Inspector General of Police (IGP) Muhammad Tahir to take action against the police for supporting the accused who sexually molested him last week.
Speaking at a press conference, Atif alleged that Wasif and Saleem took him to their hujra (male guest house) where they sexually molested him at gunpoint on June 19. “Wasif and Saleem gave Rs110 to me and threatened me to be silent over the inhuman act,” Atif lamented.
The victim boy added that when he reached home, he narrated the entire story to his father.”My father took me to the District Headquarters Hospital for medical examination,” he said and alleged that the police were hand in glove with the influential perpetrators. “The police have failed to arrest the culprits. And the accused are threatening me of dire consequences,” he said.
29 Sep 2018: Mirpur police refused to register the rape case, and handed over the victim to a truck driver to drive her to Havelian. The truck driver also raped her on the way and Havelian police also refused to register the case.

Mardan police is allegedly backing influential builders who defrauded a widow of Rs 3.2million. The widow has been pleading senior officials of KP police and NAB for the last 5 years but to no avail.
